Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democratic processes just over a week before national elections.

Study Shows Consistent Bias in AI Suggestions

The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a analysis published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these political entities, the report pointed out.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an election that will be keenly observed across the continent for the performance of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with many voters still undecided.

All major parties have ruled out an alliance with the PVV, meaning the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Linked to AI Operation

The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
